Who Qualifies as Category 2?

IBRs with threshold criteria :
Generation Capacity โ‰ฅ 20 MVA
Interconnection Voltage โ‰ฅ 60 kV

Facilities meeting these criteria require registration and technical validation, even if they are non-Bulk Electric System (non-BES)

Timeline for Registration

NERC is rolling out registration requirements through a phased , multi year approach.
Newly identified IBRs falling under Category 2, has to be registered by May, 2026.ย Here’s how the registration rollout unfolds:
May 2023 โ€“ May 2024

Phase 1

  • Revised NERC Rules of Procedure were finalized and approved.
  • Initial outreach began to educate potential Category 2 GOs and GOPs, with the support of trade organizations.
May 2024 โ€“ May 2025

Phase 2 (Current Phase)

  • Identification of Category 2 candidates is actively underway.
  • Outreach and education continue via webinars, workshops, and quarterly updates to help stakeholders understand their responsibilities.
May 2025 โ€“ May 2026

Phase 3

  • Formal registration of Category 2 GOs and GOPs will be completed.
  • Once registered, entities will become subject to applicable NERC reliability standards.
  • Targeted outreach efforts will continue to support compliance readiness.
